Toei's statement amounts to a clean correction: the French project and the Saudi one are separate ventures, and the visual materials belong to the latter.
The mix-up likely gained traction after French President Emmanuel Macron announced plans for manga-related theme parks in France. However, Macron's announcement did not specifically mention Dragon Ball, leaving room for speculation that has now been firmly shut down by the licensor itself.
